Large cities, like large industrial centers, are, for their part, systematically surrounded by dikes and subject to health standards. Faced with the potential insalubrity of these "off-the-dike" lifestyles and the danger they represent, the authorities invite these populations to come and join the emergency accommodation centers built on a mass production line as soon as possible, under penalty of losing some of their citizen rights.
